2006 report warned that a strong storm hitting NYC was imminent

In 2006 a report was published that warned, 'It's not a question of whether a strong hurricane will hit New York City; it's just a question of when.' CNN's Ashleigh Banfield speaks with Richard Brodsky, one of the authors of the report, about what could have been done to mitigate the damage caused by Superstorm Sandy and what can be done now to prevent a tragedy of this magnitude from happening again.
